Overview

The EU budget is financed through its own resources system, and this provides the EU’s main revenue.

The European Commission has recently proposed changes in the financing system of the EU budget for the period after 2020, with a view to simplifying it and enhancing its link to EU policies.

The general provisions are included in a proposal for a Council Decision on the system of Own Resources of the European Union (COM (2018) 325), while an accompanying proposal for a Council Regulation lays down implementing measures for the system (COM(2018) 326 final).

These proposals look to introduce three new ‘own resources’ linked to EU policies and objectives:

  • An own resource based on a Common Consolidated Corporate Tax Base (CCCTB), linked to the Single Market and to tackling tax-base erosion;
  • A share of the revenues generated by the EU Emissions Trading System, linked to the fight against climate change;
  • and a national contribution based on the quantity of non-recycled plastic packaging waste generated in each Member State, linked to the promotion of a circular economy. *

*On March 22, 2018, the Commission organised a roundtable with stakeholders to discuss how the EU budget can contribute to the Plastics strategy. Overall, there was an agreement on the need to reduce plastic pollution by using different means.

The proposed Own Resource contribution would be directly proportional to the quantity of non-recycled plastic packaging waste generated in each Member State. The contribution will therefore provide an incentive for the Member States to reduce these waste streams. In this way, the EU budget would contribute to meeting the objectives of the Plastic strategy and of the Circular Economy.

This proposal was published by the European Commission in June 2018.

European Parliament

On May 30, 2018, the EP adopted a resolution on the 2021-2027 MFF and own resources. In it the EP welcomes the Commission’s proposals for future own resources

Council of the EU

On July 9, 2019, the Council debated the state of play of the discussions on the own resources system. Significant differences of views persist on the proposals.

The Council is considering the possibility of exploring other new own resources beyond those proposed by the Commission.
