Description of Objectives

Deadline

Support dialogue and exchange of best practice in fostering tolerance and mutual respect.

Dialogue and exchange of best practice will assist Member States and national practitioners in fostering tolerance and mutual respect including through the correct and full implementation of the provisions of the EU Framework Decision on combating certain forms and expressions of racism and xenophobia by means of criminal law, and in developing tools and practices to effectively prevent and combat bias-motivated crimes.


The priorities of this call for proposals are: grassroots projects on preventing and combating Anti-Semitism and anti-Muslim hatred and intolerance; projects on preventing and combating homophobia and transphobia; projects promoting the development of tools and practices to prevent, monitor and combat online hate speech; and projects to create better understanding between communities.

 
Activities may include: exchange of good practices and strengthened cooperation; development of monitoring and transparent tools; capacity building and training, awareness raising campaigns, and support to community leaders and local authorities.

Action grants to support Member States' authorities in the identification and exchange of best practice to ensure correct and full implementation of the EU Framework Decision on combating racism and xenophobia by means of criminal law

The priority of this call for proposals is to promote the identification and exchange of best practices among public authorities which bear a responsibility in implementing the provisions of national legislation on hate crime and hate speech, and in particular provisions transposing the EU Framework Decision on combating certain forms and expressions of racism and xenophobia by means of criminal law. This call will mainly fund activities on mutual learning, exchange of good practices, strengthened cooperation and coordination between national authorities as regards the recording, investigation and prosecution of hate crime and hate speech incidents under relevant national provisions on hate crimes.


Projects bearing a direct relevance for the effective implementation of national provisions transposing the EU Framework Decision on combating certain forms and expressions of racism and xenophobia by means of criminal law are of particular interest.

Proposals can only be submitted by organisations having signed a Framework Partnership Agreement with the European Commission following the 2014 Call for Proposals establishing three-year Framework Partnership Agreements for the period 2015-2017.

     

Action grants to explore the role of internet tools in stimulating democratic participation and to investigate how digital tools can contribute to the stronger and longer-term engagement of citizens, under a Pilot Project "E-voting: making the best use of modern technologies for more active and democratic voting procedures.

The aim of this call is to stimulate democratic participation and contributing to stronger and longer-term democratic engagement should be understood in terms of (sustainably) increased voter turnout and voter engagement in the political process, and the activities which support this, such as accessible, efficient voting and registration processes, accessible and engaging political processes (such as involvement in candidate selection, debates etc), and accessible and transparent voter information.
The activities funded under this pilot project's call for action grants aiming to:

-       Explore the role of internet services and applications in stimulating democratic participation and to investigate how digital tools can contribute to the stronger and longer-term democratic engagement of citizens;

-       Elicit a broad range of proposals especially but not exclusively targeting young people and mobile EU citizens.

Pilot Project "Europe of diversities"

The aim of the pilot project on "Europe of diversities" is to enhance the motto of the European Union: "United in diversity" especially on local and regional level. With the pilot project EU citizens in regions with multicultural and multilingual background, or where minority groups are particularly excluded or subject to discrimination, would receive the possibility to understand better each other's culture, language and identity. Mutual understanding, acceptance and tolerance is a core element of fruitful coexistence of different ethnic, religious, national and linguistic groups, as well as of different generations and minority groups more generally.


The pilot project aims to:

-       Finance trainings, seminars, workshops, and conferences on how to maintain the uniqueness of Europe of diversities and how to promote unity in diversity.

-       Promote the exchange of good practices in fighting discrimination and promoting diversity at local and regional level.

-       Help to identify and target discriminatory practices at local and regional level and build understanding between majority and minority societies.

Support training activities on the data protection reform

This call for proposals will support training projects geared primarily at the data protection supervisory authorities as well as other public authorities, legal professions such as members of the judiciary and lawyers and data protection officers in the EU and EEA which contribute to an effective implementation, the monitoring and the application of the Data Protection Reform.

The call will fund training activities:

-       Providing support for training of data protection supervisory authorities and other public authorities on the data protection reform.  

-       Providing support for training of legal professions such as members of the judiciary and lawyers on the data protection reform.

-       Providing support for training of data protection officers on the data protection reform.

Action grants to foster the successful inclusion and participation of European citizens in their host EU country's civic and political life

This call for proposals will support projects promoting Union citizenship policies, in particular facilitating the exercise of the right to free movement and the electoral rights deriving from Union citizenship. The priority of the call will be to foster the successful inclusion and participation of EU citizens in their host EU country, and its civic and political life.

This call will fund activities on developing, identifying and promoting the exchange and dissemination of best practices implemented across the EU at local/regional/national level to foster the successful inclusion and participation of EU citizens in their host EU country, and its civic and political life (e.g. through one-stop-shop information services addressed to newcomers.)
