ESPON, the European Spatial Observatory Network, is launching a programme called the ESPON 2020 Cooperation Programme built to support and reinforce the effectiveness of the EU cohesion policy and other sectoral policies and programmes under the European Structural Investment (ESI) fund, which also covers the national and regional territorial development policies. It is accomplished through production, dissemination and promotion of territorial evidence, which compromises all of the 28 EU member states, along with, Iceland, Liechtenstein, Norway and Switzerland.

Regional and Local Policymakers and Practitioners
As for organizations, who have interest at EU level, University academics and the private sector are also of importance as receivers and users of territorial evidence.
Priority axes that concern the ESPON 2020 are that of:
Priority Axis 1: Territorial Evidence, Transfer, Observation, Tools and Outreach.
Priority axis 2: Technical Assistance
There are also a number of specific objectives that will direct the implementation of the programme which basically include the enhancement in production of territorial evidence through research and analysis; Upgrading knowledge; Analytical user support; Improved tools with regards to territorial analysis and the increase in effectiveness and efficiency with regards to this area of research.
