Priority Axis 4 – Building the Institutional Administrative Capacity (Investment Priority 11i)

The aim of investment Priority 11i -  Investment in institutional capacity and in the efficiency of public administrations and public services at the national, regional and local levels with a view to reforem, better regulation and good governance.

The aim of this priority is to enhance the efficiency and cost-effectiveness of the public service which continues to evolve and meet the current & future socio-economic demands of the country, through strengthening human capital. 

Such investment will focus on both the enhancement of skills and competencies of staff as well as on the improvement of processes within entities and departments. Particular emphasis will be made to implement reforms such as the reform currently being undertaken within the judiciary sector.

The Call under this investment priority is restricted to interventions undertaken by Public Administration and Local Government.

The aim of investment Priority 11ii -  Capacity building for all stakeholders delivering education, lifelong learning, training and employment and social policies, including through sectoral and territorial pacts to mobilise for reform at the national, regional and local levels

The aim of this priority is to further enhance the capacity of social partners and civil society organisations delivering education, lifelong learning, training, employment, and social  policies.

This priority will direct investment towards equipping stakeholders with the necessary technical capacity that would further enhance their participation in the development of Government policies within the ESF related areas.

Interventions will focus on the provision of the necessary capacity building measures including training, research, studies, support for networking and communication initiatives which enhance the development of the human resource complement within stakeholder organisations.
