Health Programme

The Health for Growth Programme focuses on four specific objectives with a strong potential for economic growth which are; to contribute to innovative and sustainable health systems, to increase access to better and safer healthcare for EU citizens, to prevent diseases and promote good health and to protect citizens from cross-border health threats.

The programme is targeted to encourage innovation in healthcare and increase the sustainability of health systems whilst also improving the health of the EU citizens on an overall level.

The supported activities under this programme will mainly focus on the promotion of the uptake of health innovation and e-Health by increasing the interoperability of e-Health applications, strengthen collaboration on patient safety and quality of healthcare, foster a health knowledge system, to contribute to evidence-based decision making and strengthen preparedness and response for serious cross border health threats. Financial contributions by the Union may take the form of either grants or public procurement or any other interventions necessary for achieving the objectives of the Programme.

The Executive Agency for Health and Consumers is the implementing authority of this fund.

The Third Health Programme has 4 overarching objectives:
i) Promote health, prevent diseases and foster supportive environments for healthy lifestyles taking into account the 'health in all policies' principle
ii) Protect Union citizens from serious cross-border health threats
iii) Contribute to innovative, efficient and sustainable health systems
iv) Facilitate access to better and safer healthcare for Union citizens

The Third EU Health Programme with a budget of € 449.4 million is the main European Commission instrument to implement the EU health strategy.

It is implemented by means of annual work plans which set out priority areas and the criteria for funding actions under the programme.
