Europe for Citizens


Europe for Citizens contributes to citizens' understanding of the EU, its history and diversity; fosters European citizenship and improves conditions for civic and democratic participation at EU level; raises awareness of remembrance, common history and values; and encourages democratic participation of citizens at EU level, by developing citizens' understanding of the EU policy making-process and, by promoting opportunities for societal and intercultural engagement and volunteering at EU level.

The Programme consists of two strands:

1. European Remembrance: Focuses on Europe as a peace project. The programme supports initiatives which reflect on the causes of the totalitarian regimes that blighted Europe's modern history, look at its other defining moments and reference points, and consider different historical perspectives. Remembering the lessons of the past is a pre-requisite for building a brighter future.

2. Democratic engagement and civic participation: Strengthens the general public's understanding of how EU policies are shaped today. It also fosters the close involvement of civil society in European policy-making. Citizens' organisations can draw on funding to encourage and develop the responsible, democratic civic engagement of the general public in the processes of European integration.

Operating grants - Structural support for European think tanks and for civil society organisations at European level

The aim of the present call for proposals is to select organisations with European outreach which, through their permanent, usual and regular activities, make a tangible contribution to the objectives of the ‘Europe for Citizens’ programme.

Selected organisations will receive structural support, referred to as operating grants. The operating grants will cofinance the operating expenses that enable a body to have an independent existence and to implement a range of activities within the programme's objectives. Organisations receiving operating grants should ensure a maximum visibility to the widest audience possible through the activities and the dissemination plan they foresee. Outreach at regional and local level, as well as to young people, is particularly encouraged.

The specific objectives of the programme are:
— to raise awareness of remembrance
— to encourage democratic and civic participation of citizens at Union level
