Security, Borders and Cooperation

The Internal Security Fund (ISF) promoted the implementation of the Internal Security Strategy, law enforcement cooperation and the management of the Union’s external borders. It is composed of two instruments, ISF Borders and Visa and ISF Police. Within the general objective of ensuring a high level of security in the EU, the funds’ activities will focus on achieving two specific objectives:

  1. Fight against crime – combating cross-border, serious and organized crime including terrorism, and reinforcing coordination and cooperation between law enforcement authorities and other national authorities of EU States, including with EUROPOL and other relevant EU bodies, and with relevant non-EU and international organizations.
  2. Managing risk and crisis – enhancing the capacity of EU States and the Union for managing effectively security-related risk and crises, and preparing for protecting people and critical infrastructure against terrorist attacks and other security related incidents.

Concrete actions to be funded through this instrument can include a wide range of initiatives, such as setting up and running IT systems, acquisition of operational equipment, promoting and developing training schemes and ensuring administrative and operational coordination and cooperation.

            [post_content] => The objective is to support projects to strengthen cooperation between EU Member States and third countries both in origin and in transit countries located along the West and North African Migratory Routes to prevent and repress the smuggling of migrants, while ensuring awareness of all engaged actors of the protection of migrants’ human rights. Important is also to strengthen the cooperation between relevant law enforcement authorities of the third countries concerned in order to exchange operational information. In addition, a strengthened operational presence of EU Member State liaison officers in third countries thanks to increased operational support and coordination on the ground is also desirable.

            [post_content] => The present Call aims at funding projects on the topic of supporting the improvement of border surveillance by enhancing cooperation between Member States in the framework of EUROSUR. Project applications submitted under the present Call for Proposals must address at least one of the following priorities:

- Collection and exchange of information on the European Situational Picture and the Common Pre-frontier Intelligence Picture of EUROSUR, in order to prevent irregular departures of migrants and for early identification of smugglers, as foreseen in the EU Action Plan against migrant smuggling.
- Support to Member States capacities to detect and track small vessels.
- Cooperation between neighbouring Member States and of Member States with third (mostly neighbouring) countries in the framework of EUROSUR.

            [post_content] => The present Call for Proposals aims at funding projects in the area of corruption. The overall objective of the Call for Proposals is to develop tools for the fight against corruption. Project applications submitted under the present Call for Proposals must address at least one of the following priorities:

-Preventing corruption in high risk sectors, including by promoting tools for risk assessment and risk management and tools for civil oversight and investigative journalism and for assisting whistle-blowers with technical and legal aid;

-Assessing the impact of implemented anti-corruption measures;

-Enhancing the effectiveness of corruption prosecution, particularly as regards complex cross-border cases;

-Implementing best practices across the EU.

            [post_content] => The present Call for Proposals aims at funding projects on preventing and countering radicalisation leading to violent extremism in the area of one of the following priorities:

1. Increasing awareness, protecting, strengthening resilience of individuals and in particular vulnerable groups (such as children, youth, etc…) to polarisation.

2. Developing targeted exit programmes enabling radicalised individuals to deradicalise and disengage and rehabilitate based on an integrated multi-agency approach.
