Consultation Session: Draft Waste Management Regulations 2015

The Malta-EU Steering and Action Committee (MEUSAC), together with the Malta Environment & Planning Authority (MEPA) and the Ministry for Sustainable Development, the Environment and Climate Change (MSDEC) organised a consultation session on the Draft Waste Management (Waste Batteries and Accumulators) (Amendment) Regulations, 2015.

The amendments are aimed at ensuring compliance with Directive 2013/56/EU, amending Directive 2006/66/EC on batteries and accumulators and waste batteries and accumulators as regards to the placing on the market of portable batteries and accumulators containing cadmium intended for use in cordless power tools, and of button cells with low mercury content, and repealing Commission Decision 2009/603/EC, mainly in respect to the registration process.

These draft Regulations aim to introduce; a timeframe by when producers ceasing to be producers shall deregister by informing the Competent Authority accordingly; a new Schedule 6 to the principal regulations, whereby the fees to be charged upon registration and renewal are listed; a requirement for a waste batteries and accumulators collection, treatment and recycling scheme and self-compliant producers to make use of the services of an independent auditor, approved by the Authority, to certify all of the information reported to the Authority.
